In het onderzoek ‘Monitoringsfilosofie HerMes’ is een stapsgewijze aanpak ontwikkeld om het monitoringstrategie op een rationele manier uit te werken.

Om de gemaakte afwegingen op traceerbare wijze vast te leggen, is een checklist ontwikkeld.
De daarin aanwezige vragen bevatten de essentiële onderdelen van de HERMES filosofie. Naast antwoorden op deze essentiële onderdelen, de zogenaamde “ijkpunten”, is het vanzelfsprekend
van belang dat de gehanteerde argumenten traceerbaar vastliggen. Daartoe is in de checklist voorzien door op de daartoe bestemde plaats een referentie vast te leggen waarmee de uitwerking van het desbetreffende ijkpunt terug te vinden is.

De te stellen vragen zijn zo kort en bondig mogelijk gesteld. Voor diegenen die niet bekend zijn met de achtergronden van de vragen, is een toelichting opgesteld. Deze toelichting vindt u hierachter.

Deze toelichting vormt samen met het basisrapport en de checklist, een geheel om de HERMES monitoringfilosofie effectief in de praktijk in te zetten.

Bijgevoegd is een checklist die gebruikt kan worden voor de rationele evaluatie van een monitoringplan.

The research ‘Monitoring-philosophy HerMes’ developed a step-by-step method to elaborate a monitoring project rationally.

The design of a monitoring project is divided in two phases, a pre-design and a final-design phase. For each phase the essential steps are defined and explained in this report. By using this aid, an engineer who has to design a monitoring project, can do this on a fully rational way.

In order to record the decisions made during the design for later use, also a questionnaire has been developed. This questionnaire is primarily meant for principals of monitoring projects. A principal can use the checklist to evaluate the rationality of the delivered design. All questions in this questionnaire contain all the essential points of the HerMes philosophy. Moreover, besides the answers on these essential questions, the questionnaire also facilitates the recording of the arguments, leading to the answers.

Each question refers to a step in the Hermes philosophy. All these steps are described in this report. From this point of view, the report serves as an aid for filling in the questionnaire. This questionnaire is added as an appendix to the report, but developed as an interactive tool.

Attached is a checklist that can be used for the rational evaluation of a monitoring plan.
